Brad
Lucas

Brad Lucas is a seasoned public service leader and operational strategist with more than 30 years of experience in emergency services, health administration, and workplace management. As Director of Workplace Solutions at 308 Consulting & Strategy Group Inc., Brad leads initiatives that enhance organizational performance, strengthen employee engagement, and ensure compliance with workplace standards and safety legislation.

Throughout his career, Brad has held progressive leadership roles across municipal and provincial systems, including General Manager of Middlesex County EMS, Business Manager at Huron County Health Unit, and Operations Manager for Huron County Emergency Medical Services. His leadership has consistently focused on improving operational efficiency, advancing workforce well-being, and fostering collaborative, high-performing teams.

Brad’s early career as Owner and Operator of Zurich and Seaforth-Clinton Ambulance Services laid the foundation for his lifelong commitment to quality care, innovation, and community service. He also served as an Adjudicator with Ontario’s Social Benefits Tribunal, ensuring fairness, transparency, and integrity in decision-making.

At 308 Consulting, Brad applies his deep operational knowledge to help organizations navigate complex human resource challenges, develop policies, and transform workplaces. His practical leadership style and steady, people-first approach make him a trusted advisor in both the public and private sectors.

Geeta
Tiwari

Geeta Tiwari is an accomplished human resources professional specializing in organizational policy, payroll and benefits administration, labour relations, and progressive discipline. As 308 Consulting’s Human Resources and Equity, Diversity & Inclusion Lead, she provides expert guidance to clients on HR compliance, employee relations, and workforce development strategies that align people and performance.

Geeta has extensive experience managing end-to-end human resources functions — from recruitment and onboarding to collective bargaining and policy modernization. She is highly skilled in interpreting employment legislation, negotiating collective agreements, and fostering constructive labour relations built on transparency and respect. Her expertise extends to payroll systems, benefit plan administration, and performance management, ensuring every aspect of HR operations supports equity, accountability, and organizational health.

Geeta holds an Honours Bachelor of Arts in Political Science and Public Policy from McMaster University and is completing a Post-Graduate Certificate in Human Resources Management at Conestoga College, with plans to achieve her Certified Human Resources Leader (CHRL) designation. She is recognized for her professionalism, fairness, and unwavering commitment to helping organizations build workplaces that are both efficient and inclusive.

Bell

Madeline Bell is an emerging professional in the field of community and social services with a strong foundation in behavioural science, case management, and client support. She brings compassion, focus, and professionalism to her work — supporting individuals and organizations in creating safe, inclusive, and empowering environments.

Madeline has experience across multiple community settings, including her role as a Primary Worker with the Salvation Army’s Ellen Osler Home, where she supports women in a residential correctional program through mentorship, documentation, and coordinated case management. She also volunteers with Compass Community Servicesproviding wellness and social support calls to vulnerable individuals, demonstrating her commitment to improving lives through meaningful connection.

Madeline holds a Bachelor of Arts in Psychology from the University of Guelph and is completing the Community and Social Services Management Program at Mohawk College. Her education and practical experience reflect a dedication to continuous learning and to making a tangible difference in the lives of others through empathy, accountability, and service.
