Blaine Lucas
President
Chief Executive Officer
Blaine Lucas is the President & Chief Executive Officer of 308 Consulting & Strategy Group Inc., bringing a wealth of experience and expertise in public administration, paramedic services, and strategic leadership. With an impressive educational background and a proven track record in various leadership roles, Blaine provides clients with exceptional consulting and strategy solutions.
Blaine holds a Master of Public Administration degree from Western University, where he refined his governance, policy development, and organizational management skills. He also earned a Bachelor of Arts in Social Science and a Criminology & Criminal Justice certificate from the University of Windsor, solidifying his understanding of social dynamics and justice systems.
Blaine’s commitment to public service extends beyond academia. He holds a diploma in Paramedic Studies from Niagara College and has served as a dedicated paramedic from 1992 to 2019. Throughout his paramedic career, Blaine held various positions, including frontline Paramedic, Superintendent, Commander, Deputy Chief, and Chief. As the Commander of the Professional Standards Unit for Toronto Paramedic Services, he led regulatory and performance investigations for one of the largest ambulance services in North America. 2018 Blaine was awarded the Governor General of Canada Exemplary Service Medal for Emergency Medical Services.
Blaine’s leadership skills have been recognized with accreditation as a Certified Municipal Manager, Level III with Executive Designation from the Ontario Municipal Management Institute. He has also demonstrated his ability to navigate complex emergencies, serving as an Incident Commander during the COVID-19 support for Toronto’s emergency shelter system.
Before founding 308CSG, Blaine held senior management positions in municipal and provincial enforcement, government relations, strategic projects, and business modernization initiatives. Notably, he played a pivotal role in implementing the Equity, Diversity, Inclusion, and Justice program for the 9th largest municipality in Canada. He also worked closely with an academic partner to secure provincial approval for a medical school, showcasing his commitment to innovative solutions and collaboration.

Brad Lucas

With a diverse private and public background, Brad offers a unique perspective on organizational dynamics and strategic planning. Beginning his career as a private business owner, Brad transitioned to various senior leadership positions in the public sector, where he made significant contributions to the paramedic profession.
Brad graduated from the Paramedic Studies program at Niagara College, and his dedication to the field earned him the prestigious Governor General of Canada Exemplary Service Medal for Emergency Medical Services. As a seasoned leader in the paramedic service, Brad has been responsible for overseeing operations, ensuring quality assurance, managing financial administration, leading human resources initiatives, navigating labour relations, and facilitating mediation processes.
Moreover, Brad’s expertise extends beyond the paramedic service. He served as a member of the central collective bargaining committee for private ambulance operators in Ontario, contributing to the development of fair and effective labour agreements. Additionally, he was an Adjudicator for the Province of Ontario, providing oversight of procedural conduct under the Statutory Powers and Procedures Act.
Furthermore, Brad was the General Manager of a Public Health Unit, where he successfully managed operations, financial administration, and labour relations. His comprehensive understanding of these critical areas enables him to provide valuable insights and strategic direction to our clients.
With his extensive experience in the private and public sectors, Brad brings a unique blend of knowledge and skills to support organizations in achieving their goals.
