Turn-around consulting, also known as turnaround management or turnaround services, is a strategic approach aimed at reviving and revitalizing underperforming or distressed organizations. Example 1 - Healthcare
We conducted an operational review for an Ontario Paramedic Service facing numerous challenges. The organization experienced increasing response times, hospital offload intervals, high overtime costs, unmanaged disability claims, and failure to meet provincial performance standards. During the review, it was discovered that former leadership had been retaining a significant portion of operational funds each year without informing the elected officials or the CAO. Through the turn-around consulting process, the operational budgets were thoroughly examined, and the retained funds were reallocated to frontline operations, paramedic staffing enhancements, and adjustments to the schedule. This resulted in a reduction of overtime costs and enabled the redirected funds to be utilized for improved patient care.Â
Example 2 - Communications
Another example of turn-around management is seen in a social service communication center. With an annual influx of 80,000 requests for access to the emergency shelter system, the center faced a critical issue as an internal audit revealed that less than 50% of the calls were being answered.
Through a comprehensive analysis, it was determined that the staffing allocation did not align with industry best practices, resulting in a lack of capacity to handle the call volume effectively. Furthermore, staff had limited guidance on addressing occupancy vs. capacity, leading to inaccurate information provided to callers. To address these challenges, the staffing was adjusted, comprehensive training was implemented, communication protocols were developed, and the information technology infrastructure was improved.
As a result, the call answer rate has significantly improved, consistently reaching 99%, ensuring prompt assistance and accurate information for those in need.
Example 3 - Social Housing
An example of turn-around management can be observed in the evaluation of a social program known as Rent-Geared-Income (RGI), which aimed to provide financial support to individuals and families to ensure housing stability. During an internal audit, it was discovered that there were potential vulnerabilities to fraud and limited mechanisms in place to safeguard the RGI funding for those genuinely in need. The review focused on enhancing fraud prevention measures and implementing stronger controls to protect the program’s integrity.
During the evaluation, it became apparent that the appeals process played a significant role in the program’s effectiveness. It was found that individuals deemed ineligible had the right to appeal, and surprisingly, the majority of appeals were successful, regardless of meeting the eligibility requirements. Further analysis revealed that the volume of annual appeals exceeded the allocated hearing times, posing a challenge to maintaining a reasonable timeframe for resolution. It was also discovered that after 18 months, a judicial review would not impede the removal of benefits if the hearing was not conducted promptly.
This understanding led to a crucial realization: the failure to accurately calculate the volume of hearings against the available staffing schedule had inadvertently resulted in a 100% success rate for appeals, regardless of the eligibility requirements. This situation rendered the allocated resources for hearings ineffective, as decisions were consistently overturned. As a result, a comprehensive revision of the process was undertaken to ensure that appeals were heard within a reasonable timeframe, and decisions were upheld for ineligible clients based on the established eligibility criteria.
